Indian Health Service Supervisory Security Guard in Phoenix, Arizona

Summary This position is located in the Phoenix Indian Medical Center. The Supervisory Security Guard supervises a team of 5-12 Security Guards. Incumbent is to ensure the physical security and protection of personnel, beneficiaries, and visitors of PIMC and to prevent damage or loss of property while guarding federally owned or leased buildings and property, protecting Government equipment and material and controlling access to the facilities. Located in Phoenix, Arizona. Responsibilities This position is being re-advertised to solicit additional applications. Applicants who applied previously need not reapply unless submitting updated and/or missing information. Conducts and manages patrols and duties of assigned security guards. Ensuring patrols of offices and buildings across the 23-acre campus and leased buildings to check locks, alarms, fences, gates, or other barriers. Ensures patrols of installation perimeters to detect faulty fences and detection equipment, trespassing violations, and suspected thefts of Federal or personal property, equipment, tools and supplies. Prevents theft or damage to Federal property, equipment, tools, and supplies. Responds to emergency codes and security incident STAT calls with CCTV monitor support to capture video evidence. Writes reports and maintains a registration and database of employee parking decals. Investigates security related I-STAR events, recording all relevant data in the I-STAR system, and closing the reports in a timely manner. Maintains security camera system to troubleshoot issues, review footage, and save footage. Protects the scene of incidents and relinquishes control to police or other law enforcement officials. Detains offenders of laws for potential arrest until authorities arrive. Inform offenders of their rights. Incumbent will serve as the Supervisor of a team of 5-12 Security Guards at any time for GS-05/06. Manages employee orientation, observation, performance evaluation, shift and leave scheduling, grievance and complaint investigation, appropriate disciplinary action, correction of under achieving performance and rewarding of above standard performance, interview candidates; recommend appointment, promotion, or reassignment to such positions. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. BASIC REQUIREMENT(S):In addition to the Basic Requirements, you must also meet the Minimum Qualifications stated below. MINIMUM QUALIFICATIONS:GS-0085-07: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-06 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples include: Planning and implementing security/protective programs; prepare security related reports; write/update department policies and procedures. Supervise security personnel; prepare staff schedules; assign work to staff; resolve staff complaints; enforce minor disciplinary measures; identifies staff training needs. Serve as a principle advisor on security related matters; patrolling grounds/buildings; enforcing security rules and regulations. Competition for Security Guard positions is restricted by law to persons entitled to veterans' preference as long as such applicants are available for appointment. Time In Grade Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP). You must meet all qualification requirements within 30 days of the closing date of the announcement. Education There are no education requirements. Additional Information Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. If an exemption is approved then wearing a face mask and regular testing for COVID-19 will be required. Additional selection(s) of candidates may be possible within 240 days from the date the certificate of eligibles was issued for this announcement. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. Recruitment and/or Relocation Incentives may be authorized and is subject to availability and service unit approval. If offered, you will be required to sign a one (1) year service agreement. Failure to fulfill the service agreement will result in repayment of the incentive. This position has no promotion potential.
