Los Alamos National Laboratory First Line Manager for Storage Safety & Engineering Team (Manufacturing Manager 3) in Los Alamos, New Mexico

The Production Support Services Operational Safety & Compliance Group (PSS-2) is seeking a highly motivated First Line Manager to support important national security missions at LANL. PSS-2's primary core functions are to support Storage Safety & Engineering, Nuclear Materials Operations, and Intelligent Surveillance Compliance.

The Manufacturing Manager 3, First Line Manager (FLM), will report to the Group Leader and will provide management and leadership to the Storage Safety & Engineering team. The FLM will have the responsibility, authority, and accountability to execute work that supports programmatic milestones and deliverables while setting the standards for professional behavior.

Key Responsibilities include but are not limited to:

  • Planning, organizing, and defining strategic objectives.

  • Establishing scope, schedule, and budget through work package development, resource and performance management and ensuring worker qualification and authorization.

  • Delivers quality products and/or services; enforces adherence to quality standards; achieves balance between the need to meet both productivity goals and quality standards.

  • Working with facility operations staff to execute work safely, securely, with quality, and in compliance with nuclear facility requirements.

  • Ensures direct daily oversight of work, workers and the work environment.

  • Ongoing communications with line management reporting on work status, deliverables and commitments.

  • Directing and overseeing work performed by employees including "on the floor" supervision.

  • Effective time management skills and the ability to deal effectively with changing priorities and conflicting demands.

  • Effective teamwork in accomplishing objectives, including mentoring and motivating peers.

  • Providing financial stewardship over budget, procurement, time and labor, travel, and property

What You Need

Minimum Job Requirements:

Leadership and Management: Demonstrated record of successful technical leadership and applying values and behaviors while guiding high consequence project activities and successfully meeting deliverables and milestones. Demonstrated experience in fostering a continuous learning environment. Proven ability in supervising, resolving conflicts, administering discipline, mentoring, team building, managing staff requirements, motivating employees, and developing personnel such as students and/or early career engineers. Record of accomplishment leading technical personnel in a challenging manufacturing/nuclear environment. Ability to provide personnel with effective career coaching and career development. Demonstrated ability and commitment to uphold accountability among staff while adhering to policies for personnel management.

Knowledge and Expertise: Demonstrated experience in developing work scope, schedules, budgets, and coordinating work activities. Experience planning for and managing tactical execution of work; tracking and reporting progress. Demonstrated ability to apply analytical techniques to address issues such as operational and quality process improvement.

Accountability: Experience working with confidential or proprietary information, nuclear material inventories, classified documents, or sensitive information.

Program/Project Management: Experience in project and/or program management, including planning, organizing, and resource management, defining work unit objectives and tasks in alignment with organizational objectives, and tracking and reporting on progress. Experience planning and defining project scope through collaboration with internal and external customers, subject matter experts, and project/program managers.

Communication: Demonstrated effective written and oral communication skills as evidenced by internal and/or external interactions, seminars, briefings, presentations, and publications; effective interpersonal skills and demonstrated ability to interact with all levels of personnel and customers.

Education/Experience: Position requires a Bachelor's in a related field from an accredited institution and 5 years of related experience; or, an equivalent combination of education and experience directly related to a nuclear operational environment.

This position may be subject to DOE Order 426.2 Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities. This DOE Order establishes entry-level requirements to ensure employees in the position can successfully perform the requirements of the job.

Desired Qualifications:

  • Demonstrated experience applying systems or tools for process improvements in a manufacturing environment (i.e. Lean Six Sigma)

  • Experience with nuclear high hazard facility operating requirements, safety authorization basis and/or Conduct of Operations planning and execution.

  • Knowledge of engineering processes and principles as applied to nuclear facilities.

Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

Additional Details

Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

Clearance: Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

*Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) for additional information.

HRP: This position is subject to the requirements of the DOE Human Reliability Program as specified in 10 Code of Federal Regulation, Part 712, §712.11. These requirements include on going drug and alcohol testing, as well as periodic medical and psychological evaluations.

426.2: This position is subject to DOE Order 426.2, Personnel Selection, Training, and Qualification Requirements for DOE Nuclear Facilities, which establishes entry-level requirements to ensure candidates selected for specific positions can successfully perform the requirements of the job.

New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory. Incentive Compensation Program: Position is eligible to participate in the Triad Incentive Compensation Program. You must be in an eligible position for a minimum of 3 months, before July 1st and remain in an eligible position as of the end of the fiscal year, September 30th. The annual distribution is prorated based on the number of months in the eligible position.
