Indian Health Service Contracting Officer Representative in Clinton, Oklahoma

Summary This position serves as the Contracting Officer's Representaitve (COR) for the Clinton Service Unit which is comprised of three ambulatory clinics: Clinton Indian Health Center, El Reno Indian Health Center, and Watonga Indian Health Center. The incumbent duties will include contract development, contract surveillance, contract management, budget management, education, and liaison/problem resolution. The incumbent will report to the Administrative Officer of the Clinton Service Unit. Responsibilities Assisting and working closely with the Contracting Officer in the analysis of contractor proposals and throughout the solicitation process such as pre-award activities, post-award contract administration, and termination/closure of contracts. Conducting in-depth analysis of technical requirements and clinical needs to establish complete purchase request packages. Developing purchase request packages to include market research, statement of work (SOW), sole-source justification, and government cost estimates. Maintain contract support documentation utilizing electronic systems, tracking logs, and personal contact. Qualifications To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. MINIMUM QUALIFICATIONS: GS-09: Applicant(s) must meet one of the following minimum requirements to meet the GS-09 level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-07 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing professional contracting work; assists in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; prepare and develop solicitation documents such as the statements of work, evaluate proposals, perform cost/price analysis, and monitor contract compliance; OR Completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., if related. Combination of specialized experience and education as described above. The percentage must equal at least 100 percent to qualify. GS-11: Applicant(s) must meet one of the following minimum requirements to meet the GS-11 level: Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the GS-09 grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Performing professional contracting work; providing guidance in acquisition planning, contracting methodology, negotiation strategy, and contract interpretation; prepare and develop solicitation documents such as the statements of work, evaluate proposals, perform cost/price analysis, and monitor contract compliance; OR Completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M; OR Combination of specialized experience and education as described above. The percentage must equal at least 100 percent to qualify. Selective Placement Factor: You must possess a FAC-COR Level II training certification or meet the requirements for a FAC-COR Level II certification, through the Federal Acquisition Institute (FAI) or equivalent (COR delegation authority for FAC-COR Level II contracts valued between $25k to $10 million). Must provide proof by submitting a copy of a certificate or training certificates. You must meet all qualification requirements within 30 days of the closing date of the announcement. Education This position has an education requirement. You are strongly encouraged to submit a copy of your transcripts or a list of your courses including titles, credit hours completed, and grades. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. This credited service can be used in determining the rate at which they earn annual leave. This position is covered by a Bargaining Unit. This position has promotion potential to the GS-11 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval.
