Centerra-SRS Personnel Security Coordinator (24-11) in Aiken, South Carolina

MAJOR DUTIES:

  1. Prepares program documents and correspondence; collects, summarizes, and processes the Centerra Access Authorization Program (AAP) and Substance Abuse Testing (SAT) Programs in accordance with DOE Orders, Company policies and procedures.
  2. Initiates initial applicant record in the National Background Investigation Services (NBIS) electronic application (eApp) clearance system for new hires. Gathers data and reviews for accuracy and completion. Rejects e-App to applicant (if needed) to correct errors or incomplete entries within required processing time for successful submission. Provides technical assistance to employees for troubleshooting the eApp clearance system.
  3. Generates, disseminates, and tracks completion of quarterly reinvestigation packages for all current employees. Analyzes investigation packages to determine the need for further action prior to due dates.
  4. Analyzes data and conducts one-on-one interviews with applicants and current employees to resolve derogatory information noted on the Questionnaire for National Security Positions (QNSP) to assist with timely submittal. Alerts Personnel Security Officer/Manager of any derogatory information or concerns that may impact clearance processing.
  5. Creates and maintains reports for tracking related to access authorization actions, derogatory information, trends, and processing time. Generates data call reports for audits, internal controls and special projects, upon request.
  6. Prepares notifications of SAT for the Personnel Reliability Program (PRP), Human Reliability Program (HRP), key management, subcontractors, as well as employees required for testing per Department of Transportation (DOT)-regulations (Pilots and Commercial Motor Vehicle Drivers).
  7. Coordinates the distribution of SAT notifications to the appropriate areas to ensure tests are conducted. Tracks SAT activity to ensure all employees are tested, as required. Receives notification of results from SRNS Medical and reviews test results for accuracy and completeness. Updates and maintains the computer database for SAT timely reporting requirements.
  8. Prepares and submits disciplines and Individual/Company Reporting requirements (e.g. speeding tickets, DUI, Alcohol/Drug Incidents, bankruptcies, garnishments) for all cleared employees within reporting period. Coordinates with employees to obtain information regarding the circumstances of reported violations and communicates initial notification per DOE Order 472.2A (Personnel Security). Follows up on all incidents and reports final resolution to appropriate federal office. Maintains and files detailed reports on all employee cases.
  9. Prepares and maintains Personnel Security files with all required documentation.
  10. Coordinates with HRP Administrator to track all HRP certification and re-certification requirements to ensure all HRP applicants and incumbents meet all program components.
  11. Prepares awareness information for employee bulletins. Conducts internal self-assessments to ensure program requirements are being met
  12. Responds to all telephone inquiries regarding programs; collects, sorts, and summarizes business and programmatic information; provides responses to incoming written and electronic correspondence.
  13. May support other program areas within the Personnel Security Section as a back-up
  14. Creates desktop references for each program and updates as needed. Assists with other administrative duties as assigned.
  15. Must perform all responsibilities for environment, safety and health as defined in Procedure 1-3100 and adhere to the principles and functions of Integrated Safety Management.

KNOWLEDGE/SKILLS/ABILITIES and OTHER REQUIREMENTS:

  1. Reading, writing, and basic math skills.
  2. Two years of experience in DOE Personnel Security Activities Working knowledge of DOE Human Reliability Program (HRP).
  3. Computer literacy, with proficiency in Microsoft Excel and Microsoft Word, as well as file management.
  4. Must have and/or be able to obtain/maintain a DOE Q security clearance.

INTERVIEW PROCESS AND LENGTH:

The interview process will last approximately one hour and consists of the following: 1. Panel interview - 30 minutes 2. Computer skills assessment - 30 minutes
